When creating a SCO there must be a imsmanifest.xml file in the root of the folder. The name of the file cannot be changed and it must follow a specific format. I've created a commented example imsmanifest.xml file based on the example from http://scorm12.com. The file can be downloaded by right clicking and saving the file from here.
